Submitted Durham LIHTC Projects

This is my ignorance regarding LIHTC and it's affect on proposed projects, but all of these proposals seem to be happening regardless? This presentation is little over a year old, but based on some statements I've heard recently the plan doesn't seem markedly different even though, I guess, they don't actually have the tax credits in place?

Can anyone give the non-abridged explainer?

I don't have any insider information to say that the projects would/would not move forward without being awarded tax credits. I'd be interested to hear if anyone else has that info as well.

As for the DHA plan, I was also surprised not to see any of their projects listed. The list I found MAY only list new projects as opposed to rehabs, but that wasn't clear to me: https://www.nchfa.com/sites/default/files/forms_resources/QAP20-PreAppWebList.pdf
